Sniper is about keeping max range and dps in optimal so fast interceptors have trouble or huge distances to travel for getting you while delivering the last shot before enter warp, just try something like this :

Drones are there only to get you rid of some pesky cloaky trying to mess with you.
Your DPS in optimal with Spike is 221 - optimal distance 84+25
Your higher DPS with Javelin is 387 - Optimal is12+25
Your DPS with faction anti matter is 382 and Optimal is 23+25 which is slightly higher distance but no benefit from the +25% tracking of T2 ammo on top of ship tracking bonus, you should be able to hit fast ships unless under guns (U use then either ecm drones or dps ones with T2 short range ammo)
Lock time for frigate 4 seconds, base speed with AB on 735m/s -capacitor lasts 14 min 24s
You might want to add dps implants, speed/agility or tracking/optimal combat boosters, off grid or on grid (like real men instead of risk averse pussies) gang/fleet boosting
If you want to solo snipe small stuff this rax fit is not really what I'd have in mind, I'll give you another one I like but I'm not sure you can use it thou.

Well, this thing works a bit different. Rax will use dps to kill stuff, arty is alpha. If something you're shooting with your rax can warp fast you'll only put a shot on it but not kill it (low alpha), with this "thing" here you get:

1537 alpha at 79+46 with Tremor
1809 alpha at 44+46 with RF Depleted Uranium
2713 alpha at 22+46 with RF EMP
2752 alpha at 11+46 with Quake
The number of frigs you can kill with this "thing" and a single shot is huge from ceptors to bombers and some dictors You might want to add dps implants, speed/agility or tracking/optimal combat boosters, off grid or on grid gang/fleet boosting
